Please explain your issue is in as much detail as possible.
I had 2 wars where the vassals wanted to give crown to my bother, both wars would not allow me to sue for a peace deal even with a 100% war score, I could not surrender or make do white peace as well. The first war ended somehow after a neighbor took some lands from the rebellion, but I had 100% war score for a few years, and the current war, which happened a few months later in game time will not allow me to end the war.

I did not notice a problem, until the first war, when the leader asked for a white peace and I refused, after that, I could not choose any decision saying I do not control their lands, which I currently occupied at 100%.

Steps to reproduce the issue.

You cannot make peace (of any kind) with a rebellion if a third party occupies their land. However, you are hostile to the third party and can siege (back) holdings they control.

In your last screenshot, the tooltip says: "(X) None of Sigurdr's holdings are occupied by Chief Erasts." This is a hint, but you'll have to look at the map to figure out which holdings they occupy.
