Vassals Get Upset / Outraged By Succession Law Changes To Sub-Realms Outside Of Their Own Sub-Realm

Please explain your issue is in as much detail as possible.
If, for example, I change the succession law of the Kingdom of Aquitaine to Elective Gavelkind, the Lords of Saxony are suddenly acutely upset and outraged. If I change the succession laws of four different Kingdoms which they are all not a part of, they get 4x upset / outraged.
The end result of this, is that vassals become very unhappy with me, over legal changes to kingdoms of which they are not vassals and within which they hold no claims. The stacking of this opinion modifier, over issues completely outside of their purview and neutral to their interests, is illogical and uncomfortable.
Steps to reproduce the issue.
- Own an Empire
- Own two Kingdoms within that Empire
- Change the succession law in the first Kingdoms
- Observe the opinion malus to vassals of the second Kingdom, who are not in any way affected by the change
- Weep for the powerful factions growing against you because of the stacking opinion maluses on all vassals for changing the laws of many sub-realms, most of which do not apply to them
