Please explain your issue is in as much detail as possible.
Not a flaw in the coding, but the result of recent changes which seems unintended.

The changes to the requirements for forming the Empire of Italia now require any of the Italian Kingdoms which are not in de jure Italia to be held by the would-be emperor, however this also applies to King-tier titles only obtainable by Merchant Republics.

As a result, if a feudal ruler controls the lands of a Merchant Republic which no longer exists, and is the vassal of an empire other than Italia, the King-tier title will drift. If allowed to drift fully, it will become a requirement of Italia to hold the specific King-tier title for that republic.

Since there is no way for non-Merchant Republics to obtain these titles, it will become impossible for feudal characters to ever form the Empire of Italia.

Steps to reproduce the issue.
As a feudal ruler, allow one of the Merchant republic kingdoms to be formed and de jure drift into a different empire, then attempt to form the Empire of Italia.

It's not impossible but very hard. As a feudal ruler, you have to create a merchant republic in Venice, than give that doge also some other counties, so he can create another duchy and release him as an independent doge.
Kingdom of Venice, Genoa and Pisa require to be independent and merchant republic to be create-able. If he got his kingdom, force vassalize him as an emperor of course, make him revolt and revoke his kingdom.

If you don't want to be an emperor, it's even harder. You have to do all of the above but vassalize, cause you are only king. When the doge is a king, conquer all his territories, so he becomes landless. invite him to your court and make him a feudal vassal. Now create the kingdom merchant republic again, but with a new doge. Your ex-doge vassal, now feudal, should still have a strong claim to the new created kingdom merchant republic, press that claim. Now the merchant republic is feudal and you can claim it like any other feudal kingdom.
