Please explain your issue is in as much detail as possible.
Playing as the Roman emperor with Imperial government, I have noticed that a number of my viceroys do not give out any titles that they receive. This does not just include the sub-viceroy titles that go to them but any random holdings they conquer, like tribes and cities. The picture I show displays a mild case of this but I've seen the AI go 20-30 titles above their desmesne limit, most of which have the wrong government penalty. While their vassals do indeed hate them, the real problem is that this kills the number of garrison and levies they have, allowing some of my holdings to be easily occupied. Only after they die their heir will start redistributing these titles properly once I give them a sub-viceroyalty, but it seems to start up again when I give them a viceroyalty.

Steps to reproduce the issue.
1. Have Imperial government
2. Appoint some viceroys.
3. Wait for the viceroys to conquer some land with the wrong holding type
4. Watch them meaningless accumulate useless titles and go above their desmesne limit.

I have also started to notice that my viceroys will also start going into serious debt as they suffer income penalties from going over desmesne. Does anybody know a good way to get the AI to get a move on and give away its excess titles?
 
Okay I figured it out. It only happens when the AI viceroys accumulate more than 1 sub-viceroyalty. It seems like it doesn't know how to give them out and it gets stuck just accumulating titles. If you revoke until they have just 1, then they behave as normal. Of course, that doesn't mean something isn't broken here. There's clearly a bug with AI viceroyalties not know how to hand out sub-viceroyalties. Interestingly, this doesn't seem to be a problem with ordinary vassals.
 
To add to this, something I discovered a few months ago is that if you use the "include lower titles" option when handing out a kingdom viceroyalty, the duchies will act as a normal hereditary title, which viceroy kings cannot hand out.
 
I think might apply to a duchy viceroyalty as well since I have been using that all the time when handing out land after wars to save me some clicks.

Also an edit to my earlier post, the issue seems to pop up when you as the liege grant more than 1 duchy viceroyalty to the kingdom viceroyalty. If you just grant 1 duchy VR, it seems to work fine.
