Please explain your issue is in as much detail as possible.
When changing gender laws, councilors often check their own gender to see which way they want to shift - some women are supposed to want to give more power to women, some men are supposed to oppose that.

However, the script checking this is backwards. Men are in favor of giving women more power while women councilors are against giving women more power. See the attached screenshot.
