Please explain the issue you experienced in the most condensed way possible
As the title said: cannot blackmail anyone. Whoever new I get some secret of I cannot blackmail as the blackmail button is grayed out and it says: "You can send only one of these interactions at a time". Guessing it got stuck in interaction with someone. Tried to break the bug by exposing every single secret I know, didn't help. Tried reloading, re-entering the game, starting a new game and going back to this one. Nothing helps, blackmail button is grayed out for current ruler, not sure will it be stuck for the new one also.
EDIT: new ruler can blackmail.
Please explain how to reproduce the issue
Quiting the game and re-entering it can get the blackmail bugged. Happened twice now.

Is there anything else you think could help us identify/replicate the issue?

I've got the same issue. See attachement. (Its in german, but it is the same notification.)

Yep, I have the same bug as well. Seems to me that the game sometimes lets you blackmail two characters at the same time, but if you do this then you'll get stuck with this bug forever

I have been receiving the same bug as well; I don't actually remember blackmailing someone before this bug occurred but I may have just forgotten. Should be present in the attached save file.
