Cannot conquer two counties belonging to dead liege and stating outside of diplomatic range

Please explain the issue you experienced in the most condensed way possible
I have an issue where I cannot conquer the two titles required for the North Sea Empire that are de jure part of Denmark. The two countries have a Liege who is dead and I cannot declare war on either vassal to gain control of these two counties. The Liege dies in 887 and it is currently 908 in my game and it's still saying they are under his rule, so I cannot even offer vassalisation.
Even if I try get my Riksgodi to try fabricate a claim, it says they are outside of my diplomatic range. Guess it makes sense as there ruler is chilling in Valhalla.
I have included a screenshot of one of the county title holders showing the dead Leige with the in game dates and another showing the fabricate claim screen.
Any advice would be appreciated as I'm a few hours into this Iron man run to do the achievement 'Canute the greater' and cannot get the required two remaining counties of the North Sea Heartlands region.
I have tried murdering the current holders and I created the two duchy titles which are also held under my kingdom which still does not allow me to declare war.
Please explain how to reproduce the issue
No idea, appears it may be something to do with the Varangian adventure of that ruler.
Is there anything else you think could help us identify/replicate the issue?
