Please explain the issue you experienced in the most condensed way possible
The "Challenge the Ruler" decision seems to be coded improperly. I found 2 different bugs: It doesn't work if you are part of your liege's council, and also, it doesn't properly transfer any vassals. So if you take the decision and win, every ruler in the kingdom goes independent and you become a ruler with a single county. I doubt that's how the game is meant to be played.

Please explain how to reproduce the issue
Just get overthrown by a claimant in a tribal realm and wait until the decision is available. You need to have a claim in the top title for the decision to pop up.
