Please explain the issue you experienced in the most condensed way possible
In CK the cultures and religions of counties are falsely based on eras (13th century) that are many centuries after the CK start dates. Every start date/century should have the historically correct culture/religion setup for counties.
Please explain how to reproduce the issue
The counties in Estonia & modern-day Latvia need a serious rework but right now I can say that the counties of Vanemane, Talava and Kokenois were Finnic in both start dates. Aluksne was mixed but still predominantly Finnic, especially the northern part. Northern part of Zemigalians was also Finnic. All of those areas should be in k_Estonia as they belong into e_Scandinavia with other Finnics and not into Lithuania. NW-Russia is a different topic as the Slavic expansion was just starting in the 9th century and the native Finnics weren't assimilated yet.
One good example of things changing with time is the area of modern-day Courland. In both CK start dates it was inhabited by a Finnic population very closely related to the Estonians of Saaremaa and they inhabited the entire peninsula. That Finnic population wasn't Livonian contrary to the Finnics living next to the Daugava river.
The Baltic tribe, now known as the Curonians, started aggressively pushing northwards in the 2nd half of the 11th century and the culture situation was already different in the 13th century when it was split 50/50 between Finnics and Balts. In CK start dates, that area was not Baltic/Curonian. Also, until the 13th century, the term "curones" was most likely used in a geographical sense denoting people from the peninsula and it became an ethnic term later in history when the Baltic Curonians were the dominant culture in the area. That's an interesting thing to keep in mind when reading sagas.

Random note: If Paradox ever decides to implement trade routes then Marika Mägi's work is crucial to use to mark down the correct routes of the Austrvegr as she's the main expert of the Eastern Baltic Sea region in the Viking age. The map of the main and secondary trade routes of the Austrvegr is shown in https://en.wikipedia.org/wiki/Trade_route_from_the_Varangians_to_the_Greeks as somebody made a map based on her publications.
