Please explain the issue you experienced in the most condensed way possible
Bug occured after updating to Royal court. When I start the game as Bohemian Duke everything is fine. The Electoral college is not bugged and I can nominate the HRE succesor. After the creation of the Kingdom of Bohemia title and upgrading my caracter from Duke to King I am instantly banned from erectoral college and the vote is given to another random vassal.

Please explain how to reproduce the issue
After the creation of Kingdom of Bohemia title this problem occurs. I've replayed the game 3 times and it always happens.

Is there anything else you think could help us identify/replicate the issue?
