Please explain the issue you experienced in the most condensed way possible
The skill friendly counsel has no limit. The talent itself says that it stacks up to 5 times, so it would either be 50 skill points (10 points for each category, which is the way I think it is intended to work) for 25 friends or 2 skill points in each stat for a total of 10 (kinda lame for a weak tree IMHO).

Please explain how to reproduce the issue
Grab the Friendly Counsel perk in the diplomatic tree, then befriend tons of people.

Is there anything else you think could help us identify/replicate the issue?
If you have a diplomatic court with +1 max sway it gets even worse. It doesn't replicate it, just makes it worse

ha, I think I know why.
the scripted effect doesn't check whether you have the variable (that serves as a limit) and always sets it to 0 at the start and then increments by 1
as a result it never actually goes above 1, since it's always reset to 0 first

for anyone fixing it: common\scripted_effects\00_diplomacy_perk_effects.txt, line 754 in friendly_counsel_skill_gain_effect.

and I agree, 10 points is not a lot

Bump. Still present 1.7.2 -> Pain increase to 5 as after new dlc I'm using Befirend interaction a lot more. This make you overpowerd fast in relation to attribuites.
