Please explain the issue you experienced in the most condensed way possible
When choosing who to appoint ffor a Court Position, there's often a deadzone on some characters, where the highlight around the box disappears. The mouse still registers, as clicking the button will highlight it again, although the candidate doesn't get selected (and out of the deadzone, clicking the button actually darkens it).

Please explain how to reproduce the issue
Open a court position for which there are 4 or more characters, and hover upon the boxes one after the other, eventually the behavior will reveal itself.

Is there anything else you think could help us identify/replicate the issue?

Are you running in debug mode? I have the same issue on the button-like list entries such as the one you are describing that only happen when I'm running with -debug_mode or -developer but they go away in normal.
