Please explain the issue you experienced in the most condensed way possible
I ended the Iberian struggle in a status-quo and the Iberian dynasty legacies are no longer unlockable for any Iberian culture.

Please explain how to reproduce the issue

Well it's the same than my post though.

The legacies aren't locked behind being an iberian culture, they are locked behind the dynast being involved in a struggle. Struggle ends then no new legacies.

What ? So it's like temporary "you must rush those before AI make struggle end ?"
