Please explain the issue you experienced in the most condensed way possible
Some circular buttons, those mostly related to Army management, will produce a tooltip, an on-hover-highlight and a clicking noise, but not the button's effect, if the pointer is located within the bounding box of the button, but not its circular area.

Please explain how to reproduce the issue
1. Select an Army or a Rally Point
2. Imagine a box surrounding the button icon; place your pointer in one of its corners, but not over the circular button icon itself
3. A tooltip will appear, the icon will light up, and upon clicking the sound effect will be produced, but the effect of the button will not be triggered.

Is there anything else you think could help us identify/replicate the issue?
