Knights aren't raised even after "raise all"

Please explain the issue you experienced in the most condensed way possible
"Raise all" command will only raise some of the knights available. (Ctrl+Click and Click both have this issue) Loading won't solve this issue.

Please explain how to reproduce the issue
Started a customized leader as Duchess of Wuluhai (most far east in the map), and proceeded the game normally until having realm size of 10, which are made up of Duchy of Xia, Zhengfan and part of Yijinai (county of Heihe not within realm).

For once used debug mode to add the trait "Witch" to the leader.

The problem happened somewhere along the process of playing. Can't pinpoint when exactly it happened.

Also not sure whether this is related, but the leader follows faith "Zhengyi" with "Equal" doctrine (which enable female knights). The reason to bring this up: a previous save that follows "Male Dominated" faith didn't seem to have this problem. But it was also 1.2.2 version.

Is there anything else you think could help us identify/replicate the issue?
After checking some of the bug reports, there appear to be similar issues happening. Not sure whether this is a same/similar one, but just in case.

Hi, I ran into the same issue lately and provided two save files ,hoping my report can help your further!

If you save when your troop is not fully raised and then reloaded it, Your knights will be stucked raising forever and can not be raised anymore.
This bug has been reported since April and PDX never fixed it.The new knights you get after that bugged raise will show up normally.

I experienced this same bug today (I have the PS5 version of CK3). This is a game-breaking bug - it is not worth me playing any more until this is fixed.
I find it hard to believe that with multiple users reporting this, over 19 months ago, we still don't have a fix.

Also, it is worth noting that some users are reporting elsewhere on the web that you can fix this issue by editing your save game file. That is great (and a big clue on how to fix this) but not something PS5 users can do.
