Please explain the issue you experienced in the most condensed way possible
The MAritime Mercantilism cultural tradition is supposed to give a 10% tax bonus to all coastal holdings of that culture. It does not appear to give any bonus.

Please explain how to reproduce the issue
Adopt the tradition and wait for its activation. Look at coastal holding tax tooltips of the relevant culture.

Is there anything else you think could help us identify/replicate the issue?

I initially thought the exact same thing, so I actually had to go into the game files to figure out what was going on. Turns out the bonus is there and properly applied, it's just not labeled at all. The bonus is applied via the main holding building, so if you hover over your tax revenue of a coastal holding, there will be a line like "Motte: +10%". And if you click on the motte button like to upgrade it, you'll see listed the effect "Holding Taxes +10%". That is the Mercantilism bonus, it's just not marked or called out in any noticeable way.
