Please explain the issue you experienced in the most condensed way possible
AI dukes will outright refuse marriage to a count because AI considers that "marrying down" (-40 malus) even if the count is a grandson of a king. What makes this absurdly severe malus even weirder is the fact that AI would get a lot of prestige from such a marriage (e.g. +200 from "marrying relative of King Fernando" and +400 from "marrying into House Karling"). How can it be marrying down if it lands you +600 prestige?
Please explain how to reproduce the issue
Start a game as Count Herbert of Vermandois in 1066. Have your brother marry Infanta Elvira of Leon if she is not at a sibling's court. Try to arrange a marriage for their son with a duke's daughter or granddaughter. The intended bride gets three times more prestige than the intended groom but AI still considers it "marrying down" and refuses. Alternatively start a game as Count Louis the Stammerer of Bellac. He is the eldest son and heir of King Charles the Bald of France. The duke of Toulouse, who has two brothers, refuses to marry his sister to either Louis or Louis's sons because of "marrying down", despite Louis being the son of a king (+200 prestige) and a Karling (+300 prestige).
