Please explain the issue you experienced in the most condensed way possible
Marriage ranks are not being determined appropriately for proposals in general.
For example, I am a King proposing marriage between my non-related courtier with a house, to a foreign duke's non-related lowborn courtier and getting the marrying down modifier. Technically they are the same rank: courtier, and my courtier has a house, and I am a King against the lowborn and the other Liege's Duke Rank.
Rank of the characters in question and their relatives should determine the modifier, not the liege, but even so, my King rank is higher than their Duke rank.
This is a major problem because of the severe restriction in marriage options this incurs.

Please explain how to reproduce the issue
Start a game and attempt to marry 2 courtiers of the same rank with the other party's non-related Liege being a higher rank or refer to that thread I linked.
Is there anything else you think could help us identify/replicate the issue?
