Please explain the issue you experienced in the most condensed way possible
The tooltip for "Empire" claims Empire titles can be created when you control at least half of the counties inside it, when you really need >80%. Language is set on English, unknown if other locs have this issue.

Please explain how to reproduce the issue
Examine any "Empire" or "Emperor" tooltip, such as in the Achivements menu.

Is there anything else you think could help us identify/replicate the issue?
It happens all the time and was probably just a case of a dev copying the text from the Duchy and Kingdom tooltips, for which controlling 50% or more of the required counties is correct.
