Please explain the issue you experienced in the most condensed way possible
Since the 1.6 update, mods from Paradox Mods don't work properly if they add any new files.
The game doesn't recognize these files at all, but if the mod only edits existing vanilla files, it works.

This pretty much breaks the majority of popular mods.

And I believe this is a game issue:
I've reverted to 1.5.1.1, mods from Paradox mods work with that version.
I've tested Imperator, they work there too.

Please explain how to reproduce the issue
1. Add this mod to your playset, using Paradox Mods: https://mods.paradoxplaza.com/mods/45761/Any
2. Select the playset with it in the launcher.
3. Launch the game with it (make sure you play in English).
4. In the main menu, you will see pink unlocalized text "mod_not_working".
There is localization for it, but the game can't load it. There should also be grey background, but since it's added in another gui file, it's not loaded either.
4.1. You can verify that the downloaded mod folder has the files, it's in Documents\Paradox Interactive\Crusader Kings III\mod\pdx_45761.
5. Revert the game to 1.5.1.1 (right-click the game on Steam -> Properties -> Betas) and launch again with the mod.
6. In the main menu you will now see "Mod is working" on grey background.
You can also test installing the mod manually.
7. Revert back to 1.7.
8. Download the mod from this post, attached below.
9. Unzip its contents to your mod folder. You'll have a folder and a .mod file.
10. Unsubscribe from the Paradox Mods version and add the local version to the playset and enable it.
11. Launch the game with the local version of the mod. It should work.
