Short summary of your issue
New culture head changes a reform in progress, but I can't do the same!

Game Version
1.8.1

What OS are you playing on?
Windows

What platform are you using?
Steam

What DLC do you have installed?
Royal Court,

Do you have mods enabled?
No

Have you tried verifying your game files (Steam only)?
Yes

How much "pain" is this causing you?
7

Please explain the issue you experienced in the most condensed way possible
My elderly ruler started a culture reform before he died. His heir was 15, so when he croaked with about 10 years left on the reformation, some other family member got to be cultural head. Once my new character hit 16, he became the cultural head. And it turns out that the previous head who was there for less than a year somehow cancelled the "Religious Patronage" reform that was in progress and replaced it with "Hill Dwellers". Seriously? And apparently he was able to cancel a reformation in progress, but I am completely blocked from doing the same! This is absurd! If the player can't do it then the AI shouldn't be able to do it either! Now I have to wait for almost a century before I can try again!

Can't attach a save as it's a cloud ironman save. Funny, I turned off cloud saves a long time ago for this very reason and they seem to have somehow turned themselves back on again. Is there any way I can get this save file out of the cloud, attach it, and perhaps de-ironman it and make the edit to fix this crap?

Please explain how to reproduce the issue
Set up a reformation on one character. That character dies, you take control of the heir who is not yet an adult, and someone else gets to be cultural head. Watch them change that reformation before it's complete, then try to change it yourself when you become cultural head.

Is there anything else you think could help us identify/replicate the issue?

I think they should simply remove that a character needs to be an adult for being able to be culture head, because childs can be Head of Faiths, so there is no reason, to block childs from being culture head.

And sometimes a child can have a greater learning stat than an Adult, because the most characters have very low base stats.

A head of faith being a kid works for hereditary heads of faiths like caliphs. Cultural heads should be adults because adults patronise culture writ large whilst children wont have as grand aspirations

If the Devs allows Childs to become Head of Faiths, they should allow the same for Culture Head, there is no difference in this and in the game, it is only a title.

And a 15 year old character should be able to become culture head, because the OP has lost this title, because his Heir was 1 year away from being a Adult and the AI instantly cancelled his reformation and has added some stupid tradition.

How is there not a difference? Faiths can have spiritual or temporal head of faiths, with many existing without owned land. Cultures can have a head as long as someone of their culture is a ruler and holds at least 1 County of the culture.

That's the issue to resolve rather than changing how cultural heads work. Dynasty head has a window to stop it changing everyday based upon which house head has the most soldiers

The Dynasty Head calculations are currently buggy, because it should only be, when the Dynasty Head dies, they have said this in one of the Pre-Release DevDiaries, but because of the Military Calculation Bug, it is instant, until they have fixed it, so another Bug.

I hope that bug remains as the status quo, because a dethroned king shouldn't remain dynasty head over a strong duke

So lame to drop 15000 prestige into legalism then you die and your brother who really likes rocks makes the culture hill dwellers or something. Like a 100 years to fix just make it so the new AI culture head can't change reforms in progress.

ok so this is a vanilla bug then? Ive noticed it both on my vanilla file and another save with game of thrones. A relief that its not just me, or a submod issue. But damn paradox still hasnt addressed it? Just happened to me again in 2024

Well the same problem happened to me yesterday. I understand that a child can't be a culture head, but the reason why IA can interrupt a reform while the player can't is stupid. Considering the fact that it will take 30 years to enable the IA's reform, plus the 50 years of waiting after, and the total game time is approx. of 600 years, it condamns you to spend 1/7,5 of your whole game enraging, unable to do anything but waiting while watching the dumb IA's reform being done.

It's still a problem that have been there for years. I lost a lot of time trying to compensate for this with console commands, I hope the devs will solve it soon.

Just want to add that this bug still hasn't been resolved after almost a year. Its already bad enough when your ruler dies before the heir grows up, but to add insult to injury I get my carefully handpicked cultural reformation cancelled by a vassal and like mentioned, can't even cancel his stupid reformation after I become cultural head again. Its just so obnoxious. Almost seems intentionally done to frustrate the player.
