Please explain the issue you experienced in the most condensed way possible
Started as Daurama 867. Created the Kanem-Bornu Empire before inheriting the Byzantine Empire. I've captured all counties in Africa but the decision to unite Africa is not present.

Please explain how to reproduce the issue


Is there anything else you think could help us identify/replicate the issue?
