Please explain the issue you experienced in the most condensed way possible
I often play with inverse gender roles in the game settings, just for fun. In the past, this has successfully swapped all relevant religious and political rules. However, in my most recent attempt, I created a player-made (female) ruler and started as the chief of Lófótr in 867. Most of the rules shifted -- only women fighters, women rulers preferred by my religion, only women in certain council positions -- but for some reason my succession rules did not change and are still male preference agnatic-cognatic. While it's obviously possible to change this with enough prestige, it's really friggin annoying.

Please explain how to reproduce the issue
I'm not sure whether creating a player-made ruler contributed to the issue, but that's what I did. I created a player-made female ruler with a spouse and three adult children, then started the game with inverted gender roles and equal distribution of sexualities being my only changes to the game rules.

Is there anything else you think could help us identify/replicate the issue?
