Please explain the issue you experienced in the most condensed way possible
According to the Tooltip and the CK3 Wiki, the Prince-Electors of the Princely Elective in the HRE should be: the Counties of Cologne, Mainz and Trier, and the Duchies Bohemia, East Franconia, Ostfalen and Ostmark. (see e.g. https://ck3.paradoxwikis.com/Laws)

At the 1066 Starting Point, only Ostfalen and Bohemia are correct. With each succession the other Prince-Electors are switched, seemingly at random. Especially several "wrong" Clergy Bishops are getting switched in as Prince-Electors with no understandable reason at all.

Please explain how to reproduce the issue
Start at 1066 in the HRE and look at the Prince-Electors. Kill/Assassinate the current Emporer and take a new look at the Prince-Electors. Repeat.

Is there anything else you think could help us identify/replicate the issue?

I also noticed that. Something is preventing the characters that should be Electors from being selected as that and instead their position is given to others.

Also the prince elector should be the the Duke of West Franconia, not the one of East Franconia, as West Franconia represents the historical Elector Count Palatine of the Rhine.

Do you have any solution for this? This problem makes the game ahistorical, and make this game much harder if you start playing with a count or some less powerful men. You couldnt be emperor because electoral titles always changing.

I faced issue when all except 2 electors were from Bohemia - I played as Vratislav in scenario.

Still a problem in 1.2.2 Argent.

Also if an elector lose their title, HRE also will pick random new elector but not the one who usurped their title.
At least that is what happened when I usurped elector's duke titles and counties. Although I was already a king of Switzerland Confederation so the usurped elector titles wasn't my primary title. Not really sure if that matters or not. I really don't understand how HRE Elective mechanics works or how is it intended to work. I've never been picked as the elector even though I have a de jure Kingdom within HRE and is the strongest vassal.

I'm suspecting that you need to have an Elector title as a PRIMARY TITLE and be a DIRECT VASSAL of the Emperor then it will work as intended and you get to be an elector (Don't have time to test this). So if not, even if you have the elector title, you are not going to be an elector. Other random vassal get it instead. On hindsight this explain what is happening on my case.

On the tooltip it doesn't specify on that aspect. It only says an Emperor + 7 Elector choose the next heir and "If an historical elector Title is held by infidels or does not exist, another De Jure Vassal will take its place" and no other requirements so I guess this justify why it just pick random if new elector is needed. But yeah I don't understand the rest. If anyone know please do enlighten me.

So I'm not in the HRE anymore but I got picked as an elector because idk. So the statement "another De Jure Vassal will take its place" is an absolute lie. Whatever mechanics they have for HRE they are not describing how it actually works.
