Please explain the issue you experienced in the most condensed way possible
Niani barony, the Siguism and Bidaism's holy site, can not build Grand Temple. That is not good for pagan player, 5 holy sites but only 4 temples. And that breaks the game balance, makes both the Mandé faiths become weaker than other faiths. Their disciples can only enjoy 4 temples' buff while the other faiths' disciples can enjoy 5, 6 even 7 temples' buff.

Please explain how to reproduce the issue

Is there anything else you think could help us identify/replicate the issue?

I know the Mali gold mine is very famous in history and funny to add it in the game, but I think the holy site is also important and it should have a temple. Niani is the capital of Mali Empire, it should have something to show its religious status.

Hope the CK3 development team to fix this problem in the future edition, such as edit the Niani gold mine, let it provides extra buff for the owner that believes Mandé faiths, let it becomes a combination of gold mine and temple. Or move the gold mine to other baronys and let Niani barony can bulid temple.

I have attached a save game
Yes

If anyone is interested I made a mod that moved the holy site to Kankan. (unfortunately we can't mod a county to have more than one special building slot).
