The spouses do not wear the clothes of the rulers. Wives do not wear husbands' clothes.

thanks for informing us. The clothes used by the characters are related to the culture they have. If they don't change the culture, the clothes will not change either.

Hello, prior to 1.3 patch unlanded characters used to wear clothes of their spouse's culture. I've just downloaded version 1.2.2 to compare. Unless this change is intentional (I couldn't find anything related in the changelog) this must indeed be a bug. Here are the screenshots from the Byzantine 867 start on both 1.2.2 and 1.31.2.2.png1.3.png

I found the exact cause of this bug:
In the common\scripted_triggers\00_clothing_triggers.txt all the portrait_{clothing set}_clothing_trigger triggers use the scope scope, which results in the trigger being always executed on the character for which the clothing is being decided, even when it is called from different scope (e.g. primary_spouse in this case)

Removing the the scope scope from the clothing triggers fixes this.
