Please explain the issue you experienced in the most condensed way possible
Characters under age 18 do not have access to cloaks and some headgear (e.g. items from the Northern lords pack) in barbershop, nor will they wear them when they should.

Please explain how to reproduce the issue
Create custom Duke of norse culture at age 16 or 17.
See that they are not wearing any cloaks or sometimes headgear, nor can cloaks or the northern lords headgear be selected in barbershop (NOK)

Is there anything else you think could help us identify/replicate the issue?
The age which seems to control this is the age set in NPortrait.PORTRAIT_MALE_ADULT_AGE (resp PORTRAIT_FEMALE_ADULT_AGE ) in defines. Setting it to 16 causes cloaks and the missing headgear to be available at 16
