Confirmed CK III - Special and Duchy buildings, AI not upgrading

Please explain the issue you experienced in the most condensed way possible


Please explain how to reproduce the issue
AI is not upgrading Special and Duchy buildings.
It builds LVL 1 Special or Duchy building and never upgrades them no matter how long i wait, nor how much money he has.
And yes AI has all conditions to upgrade it.

I have tried with and without mods, same thing happens every time, AI wont go over LVL 1 Special and/or Duchy Building.

I think player has enough advantage playing this game, and this bug must be fixed ASAP, to give some possibility to AI to be a challenge....

I have attached couple of pictures to prove that at year 1404. AI didn't upgrade a single Special or Duchy Building.

And this is with start 867, so it has 500+ years to upgrade it, and it has meet all requirements(money, development, inventions...) for upgrade of these type of buildings.

Is there anything else you think could help us identify/replicate the issue?
