Please explain the issue you experienced in the most condensed way possible
I was observing AI games and noticed none of them ever increase development, even with sufficient funds. On further inspection, new characters would briefly increase development, then abruptly stop before even reaching a new level.
Please explain how to reproduce the issue
Start a new game, and give an AI duke 10000 gold. They will briefly start to develop a county, then start collecting taxes.
Is there anything else you think could help us identify/replicate the issue?
There is a logic error with the character flag "no_ai_increase_development" in 00_steward_tasks.txt. This is added at the end of each month, provided the flag "ai_development_max_years" is not set. However, "ai_development_max_years" is only set when a county finishes development. This means the "no_ai_increase_development" flag is set immediately. Now the task "collect_taxes" has a much higher weight so the AI now prefers to do that.
Suggestion-- decrease the weight of the task "collect_taxes", increase the weight of the task "develop_county". Maybe make develop county the default task. It's so frustrating to deal with AI vassals that won't develop, even with tons of money.
