Please explain the issue you experienced in the most condensed way possible
My character war the king of Sardinia but had the De Jure territiories of the kingdom of Venice too. When he died his grandson (the son had died) got the Kingdom of Sardinia but the Kingdom of Venice was created for the next in line. However, the grandson didn't get claims to the Kingdom of Venice. All the sons, however got claims on Venice. The grandson didn't.
It happened in the savegame attached.

Please explain how to reproduce the issue
1. Be confederate partition.
2. Have a grandson be heir and another son as secodary heir.
3. Die
4. New kingdom will be created but the grandson won't have a claim.

Is there anything else you think could help us identify/replicate the issue?
It seems to have to do with the heir being a grandson but not a son. As his father is Dead he didn't receive an Unpressed Claim from his father.

Hi King Anund,

This is an interesting issue because the game is following the letter of the law. However, as heir he technically should have implicit claims to the entire kingdom. I have added it to our bug tracker so it can be reviewed further.
