Please explain the issue you experienced in the most condensed way possible
University of Madrid does not give me the +1 learning per level of fame, the +0.25 monthly renown and the +5% monthly lifestyle experience. I waited a few months in game, restarted the game, gave the county to someone else to see if the bonuses applied to him, but nothing. It seems to be related to all non-historical universities, as I loaded a save from a previous version where I had several of these non-historical universities, and the bonuses don't apply either.

Please explain how to reproduce the issue
Start as duke of Toledo in 867, keep the county of Madrid and increase development up to 40, build the university through the major decision, wait for the end of construction.

Is there anything else you think could help us identify/replicate the issue?
