Wandering betrothed won't marry

Game Version
Corvus (1.3.1)

What OS are you playing on?
Windows

What platform are you using?
Steam

Do you have mods enabled?
No

Have you tried verifying your game files (Steam only)?
No

How much "pain" is this causing you?
3

Please explain the issue you experienced in the most condensed way possible
A vassal in my character's dynasty was betrothed to someone from another dynasty. Both parties are now adults, but will not marry. The party from the other dynasty is currently "wandering," and can't be convinced to come to my character's court, and the vassal is in their own court.

Please explain how to reproduce the issue
Game file attached with example. Betroth two characters, one from the player's dynasty and one from another that is not in the player's court. Vassalize the party in the player's dynasty. If the other party is in a wandering status after both parties are of age, they will not marry without one or the other party staying at the player's court.

Is there anything else you think could help us identify/replicate the issue?
In the attached file and screenshot, the two characters are betrothed and both adults. They will not marry while one is wandering.

I have attached a save game
Yes

Well met, sosoconsistent!

Thank you for sending a letter to us regarding the betrothal of your vassal. We shall send our diplomats to settle these matters and ensure there is no further trouble with getting the two parties to be joined in matrimony.

Farewell!
