CK2 multiplayer broken

My friend and I own CK2 on steam.
same game version. 3.2.1 AZCE
I have dlcs she doesnt.
I disable my dlcs and join her hosted game via steam invite.
My map still says 769 or whatever and hers is 1066
She can pick any char but when I pick game tell me i cant play landless.
Seems like my dlcs are still activated even if i disable my dlcs and enter multiplayer from the menu.

Also
I hosted a game with dlcs
She joins but game only sees me not her.
everything is bugged.

EDIT: Testes with other players. All good no problems.

EDIT EDIT: tested with her again.

Still with problems.

I joined her game after both of us validated files and removed paradox folders
we even tried on different IPs via VPNs

Every time, her game or my game thinks i have some dlcs activated or something
When i play with people from EU everything if fine. But not when i join her game
What ever we choose it says that one of us cant play landless
Top is her screen bottom is mine

I am in EU and she is in Australia if that matters.

I've also been having this problem. I just downloaded holy fury a day or two ago. I'm not sure if it's related to the issue, but it seems the players in my lobby are placed at a different start date than me.

The game will seemingly desync and I wont be able to see my players selections and they can't see mine. Additionally it will say I can't start the game because they picked landless characters and the game will display them as women or children, despite them having picked landed normal characters on their screen.
