So they started working on CK3 in 2016. Horse Lords came out in 2015 so that might have been the expansion that made them think, "we really are struggling to fit mechanics into this game that wasn't designed for it."
And they said nomads would be playable, but would basically be tribes in CK3. We can read into it that there will be a Horse Lords expansion at some time. I hope they come up with something interesting and unique and fun.
But here are all the expansions that they were releasing to us while already working on CK 3:

Reaper's Due
Monks and Mystics
Jade Dragon
Holy Fury
So I have a lot of faith that as they worked on those DLCs, they took what worked well and moved that to CK3 and cut the things that didn't work well.
The fact they are releasing Ck3 so soon instead of putting the franchise down and giving it a break for a few years means to me that the devs are still really interested in continuing CK but got stuck with the old 'chassis' that CK2 has. Combine that with the idea that CK2 has a bit of DLC bloat, it seems like this is more of a continuation of CK2, just trimming down the fat.
And, working alongside 5 expansions for CK2 they have had the funding to make it really good.
I'm excited.
