So, I've got some issues with CKII. For a brief overview:
The first time I played it was via Steam Share at a friend's house. He has all the DLC, and portraits using his DLC on my account worked completely fine.
One I got the game myself on Steam, I bought some of the Expansions (Conclave, Way of Life, Charlemagne, Old Gods, The Republic, Legacy of Rome, Sword of Islam), as well as *all* the Portrait packs currently listed on the DLC menu. Yet still, I'd start up a game and have vanilla Portraits for some characters. Portraits for Celtic characters seem to be DLC as far as I now and work fine, but most other portraits are base-game even with all the DLC installed. These portraits can also suffer from "balding" without the bald trait, where hair textures just seem to disappear, and this mostly seems to affect women. This seems to go away every time I load up the game because I verify files so often, but comes back within around 5 minutes of playtime in any given session. I also get the Black dynasty flag problem, but that can be temporarily solved by verifying files.
Playing on multiplayer with my friend, I get good evidence of a problem by being able to compare the portraits of my characters. For the ones I'll to attach, I'm using a create-a-character, but the basic problems persist in singleplayer with regular characters as well. I'll attach examples of my own, a side-by-side with my friend's perspective, and one of my functioning portraits. If any other information is necessary, I'll try to provide it as requested.
I have on multiple occasions verified my Steam files, deleted the gfx folder, and uninstalled the game and deleted every file completely. I've also downloaded portrait mods to see how they function, and they also don't appear correctly, but I've since deleted all mods and have done the cleaning process over again to be sure.
I wasn't sure whether this could be categorized a "bug" or a problem for tech support, seeing as it doesn't seem reproduceable, but I apologize if I've done this wrongly. Any help would be much appreciated.

Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-CK2
- manually delete both the Steam/SteamApps/common/CK2 AND Documents/Paradox/CK2 folders
- re-install game in Steam, run a Steam Verify when done.
- add ck2game.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam CK2 or Documents CK2 locations, before installing again.


IF NEITHER OF THOSE HELP:
DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/CK2/settings.txt
From your Documents/Paradox/CK2/logs/ folder, attach system.log .

...because several portrait files are part of expansions and not stand alone DLCs.

That actually worked...
All that time spent deleting files, verifying, and running programs, and I had to do was give Paradox more money...
I've finally won, but somehow I feel like I still lost.
Thank-you, though, seriously.

Understandably, seeing how they sell stuff like "ultimate portrait packs " which are far from ultimate regarding the portraits.
Marketing lies. 'Anything goes' nowadays.
I'm glad i could clarify the situation with the portraits for you.
