Clarification request re Chainmail of Nuada

Dear Devs,

The description of the Chainmail of Nuada states that it gives +15 damage for all spells...
Does this also include a 15% bonus to the effectiveness of the Dragon's Breath just as the skill, Surge of Power, works? I ask because, technically speaking, Dragon's Breath is not so much a damage spell as a percent-chance to kill outright, so I want to make sure that I understand the terminology correctly.

The Chainmail of Nuada doesn’t affect the Dragon’s Breath because as you wrote it’s technically not a damage spell.
