For some reason any game using the Clauswitz engine uses 100% of my GPU and VRAM as of a couple of weeks ago. I've tried using older drivers, I've tried using the Optional Drivers from AMD, I've tried re-installing the games in question (EU4 and Stellaris), I've tried literally everything short of reinstalling windows. Nothing has fixed it, and based on some google searches there are a few 5 month old threads on the forum about this issue with similar systems that were never resolved, or if they were then no solution was listed.

Does anyone have any insight into what might be causing this? Or potential solutions to this issue?

If you revert those two games to older versions, does it still happen?

CK2 is free to play on Steam now, does that also have the problem?

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log .

Please report the temperatures of your CPU and video (GPU)
1/ before starting the game up and
2/ after say 10 minutes' play.
If your PC's vendor has given you no way of reading temperatures, install
SPEEDFAN http://www.almico.com/sfdownload.php

if I answer it says my reply is spam or inappropriate for some reason. here's DXDIAG.txt

now editing it, my temps are between 35-45 in idle (depending on room temperature mainly), and go up to between 55-60C after 10 minutes of "fastest" on stellaris. This is a little strange as it should be higher considering the 100% GPU usage.

Your Windows 10 installation is not fully up to date. Please run the Update app and look for a new Win10 version - not a patch or update but a whole new version.

Apply that, reboot, run Update again, apply everything it finds, reboot - keep doing that until there is no more to do.

If that doesn't help can I get a new dxdiag please, plus those other files I asked for before.
