Clicking the institution map doesn't show the progress at first; one must select a province then deselect it to work

Description​

See video :

I click the institution map mode.
All China is green. But global trade is spawning.
Clicking on a province, then clicking on water to deselect it make the map mode work correctly and one then see the correct green/hatched green lines where the institution is growing

Steps to reproduce​

Use the institution map mode after another map mode is in use like done in the video.
It was done in the savegame + at some later date.
