Description:
In a Bosporan game, I decided to colonize the province of Olbia and allow it to be taken over by barbarians so I could set up a buffer client state. I then noticed that whenever a new barbarian horde takes over that province/client state, the civilization rating increases by (I assume) the percentage it's actually supposed to decrease by. The first time this happened, the civilization rating went from a little under 70% to 84%. The second time (screenshots below), it went from 84% to 96.8%.

Set up a client state and allow a horde to take it over.
