I was wondering if anyone else had this issue, and if there was a better way to resolve it, since vsync produces this weird stutter while playing.

CK2 alone apparently doesn't like my 1080, or the other way around. It would be around a 200-800 frames a second depending on how zoomed in I was, and produce that annoying coil whine. It would sit at 100% load and eventually crash the drivers so hard they wouldn't recover - I would have to hard reboot. So I had to turn on vSync which cleared the issue up, no black screens, no whine. That being said no other game seems to bother the card, EU4 barely touches it, games like apex aren't bothered, I even booted up Witcher 3 and started replaying that on the best settings and it didn't produce anything near a whine and the frames were solid around 60~100, just CK2.

Are you sure its coil whine and not cooling fans? 800fps should send them crazy, the game normally runs at 60!

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/EU4/settings.txt.
From your Documents/Paradox/EU4/logs/ folder, attach system.log .

Hello.

Sorry for the delayed response, I wasn't sure I'd get one and hadn't checked back.

Yes it is coil whine. My fans make a high, but duller sound when at full - I even manually set them to max spin just to compare the difference, this sounds like an actual hiss. Like I said though, it only does it with CK2, and limiting the FPS only lowers the whine, it's not completely gone, as I discovered when comparing the fans. It's the strangest thing. Also the limiting of the FPS only seemed to delay the crash, but it still happens. However I can play games like the Witcher 3, and now I've been playing Kingdom Come: Deliverance - and both don't seem to crash (outside of mods not working), nor hiss. I downgraded my drivers to a known and relatively stable set for the 1080, and that also seemed to help. I left EU4 to run for a full campaign as observer, and HOI4, both did fine. CK2 doesn't.

So you do not get this problem at all with Vsync on? Is that not an acceptable state for you? Generally speaking for non-action games like this, framerates over 60 don't help at all.

Top address the actual issue: You are in borderless mode which means the game uses the system refresh rate. Try these changes in settings.txt:
refreshRate=60
fullScreen=yes
borderless=no

I'm not aware of any problem with this game and the current nVidia driver, interesting that you find reverting makes any difference at all.

Also interesting that EU4 and CK2 are so different for you, as they are virtually identical internally.

Erm. vSync seemed to delay the crash, but it would still happen. That being said, I've reinstalled windows and am in the process of reinstalling everything else (I've made some hardware changes over the past year and maybe something messed up somewhere with drivers), I just happened to get around to Kingdom Come first and then got back into it, so I'll see about testing it with the fresh version of windows, plus the older drivers. If that doesn't work I'll make the change you recommended.
