In the Fatherland book, one of the issues was that both sides were hesitant to use their nuclear weapons. Nuclear authorization is meant to reproduce that.
With regard to the USA, either
1) lost_national = { country = GER value = 10 }
or 2)
AND = {
flag = USA_nukes
war = { country = GER country = USA }
}
This means that you will ONLY get nuclear authorization if you have lost 10% of your territory OR if the USA has authorized nuclear weapons and you're at war with them. Of course you can always call up event 629003 from the console and override this, but this means that the USA will automatically authorize them against you.
Re: updates
Because of 1) the display bug reported and 2) controversy over New Revolters / New Nations material, I expect to eventually release version 0.32.
In the meantime, I'll release 0.31a as soon as I'm through with some of my AOD work. It will just have the graphics fix for the aircraft techs.
As for the "New Nations" issue, here's the story. I had previously used some New Nations material with credit and permission (on the HOI2 but not AOD platform), generally making changes in it. The mod creator, Daboo, decided to turn his mod into profit and has been challenged for doing so by several users, some of whom suggested that his effort might be illegal. I don't know if it is or not, but have decided to backport my New Revolters for AOD when it is finished. It is devoid of New Nations material except for a few items in which I know the source and have explicit permission to use those sections. (only 2 countries). Some tags are changed but it will not affect any of the scenarios and will actually improve SMEP-6 compatibility. (I had never previously implemented Atruejedi's U14 Bohemia-Moravia tag).
