Playing with Russia in the GC, i noticed that Archangel ( i think) is a russian colony. Does it becomes a province after some years, or will it be a colony till the end?
The best thing sould be that colonies after some 50 or 100 years turned to provinces ( in the same continent, at least).
 
They way the system works is that any colony with 700 inhabitants turns into a city, you could either do that by sending 7 settlers or you can just wait as mostly every province has positive population growth, but I would help it along by sending a settler or two, not necissarily 7 but at least some...

Settlers are very cheap in that region. And if You already have some available without being able to place them somewhere else, You should definitely upgrade Archangelsk (and Kola etc.).

I believe i expressed wrongly, i undestand that for a colony to achieve 'province' status, it must have 700 habitants. But when it has that or more, say 7000, it never looses the colony status, in the population growth it always gives +5 for being a colony. It is never considered part of your territoy, but just another colony. Not an integral part of your Nation, even if in the same continent.
