colonising and monarch values

Is there some link between monarch values and the chance that a colonisation attempt succeeds. I have as Hanseatic League the monarch "Hansetag". They are very poor at everyhing. And the last 6 times when I tried to colonise Bayoux (with 86% succesrate), they all failed

Might be an interesting twist if monarch values did affect colonisation, though. After all, it's there policies that encourage/discourage it in the first place (albeit often accidentally), historically speaking.
