I have two domes right next to each other, one with unemployeed scientists and in the other one i have free homes and a research lab, but they won't migrate to the other dome, it's the first time i get aware of this.

I have some mods installed, but no mod should edit my colonist behaviour, I deactivated these to see what the new patch changed in these terms.

Anybody has this problem too or has it something to do with my savegame / mods / something else?

Hello. As far as I am aware, colonista won't move to other domes unless you have filter preferences set for each dome.
In your case, do you have thumbs up for scientists specialization in any of your domes?

Cheers.

No, i have not set any preference at all. Currently nobody will ever move to another dome at all, i remember that this was not the case at the release day, back then my colonists migrated to another dome as soon as there was a home available, now theyre stuck in their dome, jobless.

The easiest way to force some people to move is to thumb up the youth and adults in that dome. Watch them for a bit, as soon as the numbers start to go up, pause then turn off the thumbs up. You'll get about 20 to shift over.
