As Russia in the late 1500s, I have discovered Indochina. The three potential colonies there have really low suitability (like 14%) for either trading or colonies, and extremely aggressive natives. On the other hand at least two of them produce Chinaware, which is of course very valuable.
Is there any way to increase the suitability of a province for colonization (e.g. park some troops on top of it)? Does suitability naturally increase over time? Right now the cost/benefit ratio doesn't look too good. I'd have to pour thousands of ducats into creating colonies, and the damn natives would probably slaughter my colonists at the first opportunity.
Is suitability different for different countries? For example, will the Dutch find it easier to colonize these provinces for some reason?
