Colony Problem in Aralsk

I'm playing my first GC as Russia. It's 1545 and Ivan IV has just arrived. I took Ingermanland recently so have a small supply of settlers. I have established a trading post and then a colony in Alga, starting the march east. Next I made a trading post in Aralsk. I'm now trying to put a colony there but the option doesn't light up (neither TP upgrade or colony) although the costs and chances for both are shown. I have settlers avaliable and enough cash. The options do light up for upgrades to Alga and some nearby provinces with population less than 5000. What am I missing?

You can only colonize provinces that are either considered coastal or are next to one of your settled provinces (must have at least 700 inhabitants of main city). Otherwise, you can only build trade posts.

Thanks. That's the conclusion I came to after taking another Sibir province.

In Siberia u can colonize eastwards colony after colony. They don't have to be all cities.

Yes, I see that now but it wasn't true until Sibir had been annexed and/or Stroganof had arrived.

I had Siberia colonised uo to China before Stroganov even arrived Sent him to America. I did annex Sibir though as well, why shouldn't I.

Just for the record I usually don't annex Sibir at all, but still manage to colonize all the way through Siberia.

I usually just take one of Sibir's eastern provinces to start as a base.
