Command to add brigades in deployment pool, possible?

I'm looking at some of the event commands, but I can't seem to see if I can spawn brigades into the force pool.

I'm thinking of 'minor' foreign assistance that doesn't send divisions, but brigades of artillery and other things.

Is it possible?

Is it possible to send divisions that are understrength via event rather than diplomacy?

To send = to other countries? Then you have to write two events (one which removes it from country A and another which adds it to country B).
