I was Playing as Russia, IGC 2.2 1.09 patch, and I had been at war with P-L for sometime now. I was beginning to suffer from war exhaustion. I was thinking that if I was beginning to suffer with only 2 religions at the time, then P-L, a multi-religion country would be on the brink of civil war. So I paused the game and looked at all their provinces. My results were as follows:

Orthodox: -9. Ok.. they have alot of orthodox provinces, maybe they are being smart and giving orthodox high tolerance.

Catholic: -9. Understandable, its their state religion.

Protestant: -9. ???? not only strange, but with the number of religions it would be impossible to have 3 -9 religions unless they get a slider for pagans.. and maybe they do.

Moslem: -9. Ok, this has to be a bug.

Which brings me here to this message board. Is this a bug, or just something put in there to make it harder for us superior humans?
 
They must have Pagan and Reformist sliders set to minimum. (Assuming Calvin has occurred, and yes I know you don't have a Pagan slider but the AI does.)
 
maybe, but even with the pagan and reform set to the lowest level possible it would only be possible to set 3 to max. and one of those religions to minimum or 2 to max with 2 at 0. Even with a pagan slider it would be impossible to set 4 religions at max.

Nope, that was changed several patches ago (since it didn't make sence).

Anyway, to check if the AI is "cheating" look in the savefile and add it's tolarances together. The usually add up for me (though I haven't checked with the latest patch).
 
Assuming religion is supposed to be zero-sum, I have found descrepencies in the save file of my current game. Amusingly, my country doesn't add up (to zero).

Here is Turkey:

During a very extended period of war (my allies still involved) I started to think there must be some serious war exhaustion going on. I looked through the provinces and found the Orthodox provinces "should" have a higher religion modifier and therefor more prone to revolt.

My religious tolerance would add to zero if CRC were factored out (I'm Catholic and it is after the Edict of Tolerance).
