Currently, other affinity-based Tier 1 skills function similarly to basic blade enchantments. At first glance, Zeal generation might seem fine, but Condemning Strikes not only grants Zeal — it also gives a chance to apply the Condemned status, which is normally only available to regular units through a Tier 2 enchantment.

On top of that, regular infantry and archers don’t have AoE attacks, while heroes often do — so every Chain Lightning or Obelisk Strike effectively gets a double benefit from this skill on each hit.

Battle mages, for comparison, can only gain Zeal from a Tier 4 tome.

I want to emphasize that this affinity skill benefits casters, debuffers, and many other hero types more than the starting skills of Arcane, Shadow, or Chaos affinities — even though those are the ones traditionally focused on magic damage and debuffs. Meanwhile, Order is thematically more about morale and discipline.

In fact in discord grope where i play aow4 with other players this skill is must have for mage giant and orniary mage hero. There is no choise, this skill is way to strong/ Because of this, the skill should either be reworked or at the very least moved to Tier 2.
