I wouldn't really mind if it was personality based but no. Every opm in small confederation just rejects you even if you overpower them 1 to 100.
We all know Spartans, maybe it was coded to work in that way. Confederation rulers could be Sparta-minded individuals who does not back up even when they are outnumbered, but I would agree more to that if their rulers would have some specific traits to back this idea up.

To be fair, how little do you want the Confederation to matter? -500 reasons might be a bit steep, but even if it was a mere -100 (which I think is probably not quite right, since stubborn alone gives -180,) he would still not accept.

Because of mods? The max. +20 military strength acceptance is greatly exceeded and gives +99, instead

I want it to be based upon the relative strength of confederation. In this example yes stubborn makes it harder but flat 500 makes it more or less impossible for long time no matter what personality character has.
